Commercial Construction Permits

The City of Farmington follows Minnesota State Building Code, which in turn adopts the International Building Code, International Residential Code and other codes and standards relating to building construction.
All applications and submittals documents will be reviewed by the Building Inspections Department. Commercial permit submittal requirements vary depending on the scope of work. The applicant should ensure that stamped architectural plans include a complete code analysis, occupancy classification, construction type, allowable area, occupant loads, exits, common path of egress travel, separated and non-separated uses and plumbing fixture counts.

Also required are detailed wall sections identifying all fire rated assemblies, door and hardware schedules, changes in elevation, and detailed floor plans showing proper clearance, and amenities within proper reach ranges in accordance with the 2020 Minnesota Accessibility Code ICC/ANSI A117.1-2009.

Review by City Planner and City Engineer
Plans will also be reviewed by the City Planner to verify compliance with zoning requirements pertaining to landscaping, parking, setbacks, exterior lighting, screening, and off-street loading. The City Planner also ensures compliance with signage, conditional use permits and variance requests when applicable.

The City Engineer will determine that proper erosion control, drainage, grading, building elevations, parking lot grading, sewer and water hookups, and traffic access are provided for the site.


Sewer Availability Charge (SAC)
The Metropolitan Council’s Environmental Services division (MCES) provides sanitary sewer treatment for wastewater generated from properties in the City of Farmington and the Twin Cities metropolitan area. A Sewer Availability Charge (SAC) is collected from each property based on the amount of wastewater that it is anticipated to generate. This fee contributes to the construction and maintenance of the regional sewer system and sanitary sewage treatment facilities.

The one-time SAC charge is collected by the City of Farmington when a building permit is issued for either a new building or a remodeling permit or when a connection permit is issued for an existing building connecting to the sanitary sewer system for the first time. One SAC unit equals 274 gallons of maximum potential daily wastewater flow capacity. Commercial buildings pay a SAC fee based on the estimated potential capacity of wastewater.

It will be the responsibility of the owner/contractor to submit plans to the Metropolitan Council for SAC determination and to the Minnesota Department of Public Health for plumbing plan approval.
